၁၉၄၇ေန႕စြဲ။ ။ ၁၉၄၇ ေဖေဖၚ၀ါရီ လ (၁၂) ရက္။ ပင္လံု။ ျမန္မာျပည္ ဘုရင္ခံ၏ အမႈေဆာင္ေကာင္စီမွ ဝန္ႀကီးအခ်ဳိ႕ႏွင့္ ေစာ္ဘြားအားလုံးတုိ႔အျပင္ ရွမ္းျပည္၊ ကခ်င္ ေတာင္တန္း ေဒသမ်ားႏွင့္ ခ်င္းေတာင္တန္း ေဒသမ်ားမွ ကုိယ္စားလွယ္မ်ားတုိ႔ တက္ေရာက္ ၾကေသာ ပင္လုံၿမိဳ႕ တြင္ က်င္းပသည့္ အစည္းအေ၀းႀကီး၌ ၾကားျဖတ္ ျမန္မာအစုိးရႏွင့္ ခ်က္ခ်င္း ပူးေပါင္း လိုက္ျခင္းအားျဖင့္ ရွမ္း၊ ကခ်င္ႏွင့္ ခ်င္းတုိ႔သည္ လြတ္လပ္ေရးကို ပုိမုိ၍ လွ်င္ျမန္စြာ ရရွိလိမ့္မည္ဟု အစည္းအေ၀း တက္ေရာက္သူ အဖြဲ႕၀င္ တုိ႔က ယံုၾကည္ ၾကသည့္ အတုိင္း တညီ တၫႊတ္တည္း ေအာက္ပါ အတုိင္း သေဘာတူညီ ၾကသည္- ၁။ ေတာင္တန္းသားမ်ား ကိစၥႏွင့္ ပတ္သက္၍ ေဆာင္ရြက္ရန္ ေတာင္ေပၚသားမ်ား ညီၫြတ္ေရး ဦးစီးအဖြဲ႕ မွ ကုိယ္စားလွယ္ မ်ားက ေထာက္ခံသည့္ ကုိယ္စားလွယ္ တဦးကို ဘုရင္ခံက ေရြးခ်ယ္၍ ဘုရင္ခံ၏ အမႈေဆာင္ ေကာင္စီတြင္ အတုိင္ပင္ခံ ပုဂၢဳိလ္အျဖစ္ ခန္႔ထားရမည္။ ၂။ ထိုအတုိင္ပင္ခံပုဂၢဳိလ္ကို ဘုရင္ခံ၏ အမႈေဆာင္ ေကာင္စီတြင္ ဌာန လက္ကိုင္မရွိ ဝန္ႀကီး အျဖစ္လည္း ခန္႔ထားရမည္။ ကာကြယ္ေရးႏွင့္ႏိုင္ငံျခားေရး နည္းတူ ေတာင္တန္း ေဒသ ေရးရာဌာန ကိုလည္း ဥပေဒျဖင့္ ျပ႒ာန္း၍ အမႈေဆာင္ ေကာင္စီ ေအာက္၌ ထားရွိရမည္။ ထိုေတာင္တန္း ေဒသ ဆုိင္ရာ အတုိင္ပင္ခံ ဝန္ႀကီးအား အလားတူ နည္းအတုိင္း အုပ္ခ်ဳပ္ခြင့္ အာဏာမ်ားကုိ အပ္ႏွင္းရမည္။ ၃။ အဆုိပါ အတုိင္ပင္ခံဝန္ႀကီးအား ကူညီရန္အတြက္ ရင္းႏွင့္ လူမ်ဳိးခ်င္းတူမဟုတ္သည့္ အျခား ေတာင္တန္းသားမ်ားအား ကိုယ္စားျပဳေသာ တြဲဘက္ အတုိင္ပင္ခံႏွစ္ဦး ရွိရမည္။ ထို အတုိင္ပင္ခံ ပုဂၢဳိလ္ ႏွစ္ဦးသည္ ပထမဦးစြာ မိမိတို႔၏ ဆိုင္ရာ နယ္ပယ္ ေရးရာမ်ားကို စီမံခန္႔ခြဲ ေဆာင္ရြက္ရမည္။ အတုိင္ပင္ခံ ဝန္ႀကီးမွာမူ က်န္ရွိသည့္ အျခားေသာ ေတာင္တန္း ေဒသ ေရးရာမ်ားကို စီမံခန္႔ခြ ဲ ေဆာင္ရြက္ရမည္။ ယင္းပုဂိၢဳလ္ သုံးဦးတို႔သည္ အေျခခံ ဥပေဒက ျပ႒ာန္းသည့္ အတိုင္း စုေပါင္း တာဝန္ယူ လုပ္ကိုင္ရမည္။ ၄။ အတုိင္ပင္ခံ ဝန္ႀကီးသည္ အမႈေဆာင္ေကာင္စီ အဖြဲ႕၀င္ အေနျဖင့္ ေကာင္စီတြင္ ေတာင္တန္း ေဒသမ်ား၏ တဦးတည္းေသာ ကုိယ္စားလွယ္ ျဖစ္ေသာ္လည္း ေတာင္တန္းေဒသ ကိစၥမ်ားကို ေဆြးေႏြးေသာ အခါ တြဲဘက္ အတိုင္ပင္ခံ ပုဂၢိဳလ္ႏွစ္ဦးသည္ ေကာင္စီ အစည္းအေဝးသို႔ တက္ေရာက္ ႏုိင္ခြင့္ရွိ ရမည္။ ၅။ အထက္ပါ သေဘာတူညီခ်က္အရ ဘုရင္ခံ၏အမႈေဆာင္ေကာင္စီကုိ တုိးခ်ဲ႕မည္ ျဖစ္ေသာ္လည္း ေတာင္တန္း ေဒသမ်ား၏ နယ္တြင္း အုပ္ခ်ဳပ္ေရးတြင္ ယခုရရွိ ခံစားလ်က္ ရွိေသာ ကုိယ္ပုိင္ အုပ္ခ်ဳပ္ေရး ဆံုးပါးရန္ု မည္သည့္ ေဒသတြင္မဆုိ လံုးဝ ျပဳမႈလိမ့္မည္မဟုတ္။ ေတာင္တန္းေဒသမ်ား အတြက္ နယ္တြင္း အုပ္ခ်ဳပ္ေရးတြင္ ကိုယ္ပုိင္ ျပ႒ာန္းခြင့္ အျပည့္အဝ ရွိေၾကာင္း မႈအားျဖင့္ လက္ခံသည္။ ၆။ ျမန္မာ ျပည္ေထာင္စု အတြင္း ကခ်င္ျပည္နယ္ အတြက္ နယ္ျခား သတ္မွတ္ေရးႏွင့္ ကခ်င္ျပည္နယ္ တည္ေထာင္ေရးကို တုိင္းျပဳျပည္ျပဳ လႊတ္ေတာ္သို႔ တင္ျပဆုံးျဖတ္ ေစရမည္ ျဖစ္ေသာ္လည္း ထိုကဲ့သုိ႔ေသာ ျပည္နယ္မွာ လိုအပ္သည္ဟု သေဘာတူ လက္ခံၾကသည္။ ဤရည္ရြယ္ခ်က္ကို ပထမဆင့္ အေကာင္အထည္ ေဖာ္သည့္ အေနျဖင့္ ၁၉၃၅ ခုႏွစ္ ျမန္မာ ႏုိင္ငံေတာ္ အစုိးရ အက္ဥပေဒ အရ အပိုင္း (၂) ႁခြင္းခ်န္ ေဒသမ်ားကို အုပ္ခ်ဳပ္သည့္ နည္းတူ ျမစ္ႀကီးနားႏွင့္ ဗန္းေမာ္ ခ႐ုိင္ အတြင္းရွိ ေဒသမ်ား အုပ္ခ်ဳပ္ေရးႏွင့္ ပတ္သက္၍လည္း ေတာင္တန္း ေဒသ အတုိင္ပင္ခံ ဝန္ႀကီးႏွင့္ တြဲဘက္ အတုိင္ပင္ခံ တို႔ကို တုိင္ပင္ေဆြးေႏြးရမည္။ ၇။ ေတာင္တန္းေဒသရွိ ျပည္သူတို႔သည္ ဒီမုိကေရစီ တိုင္းျပည္မ်ားတြင္ အေျခခံမ်ား အခြင့္အေရးမ်ားႏွင့္ ရပိုင္ခြင့္မ်ားကို ရရွိ ခံစားေစရမည္။ ၈။ ဤစာခ်ဳပ္ပါ အစီအစဥ္မ်ားသည္ ရွမ္းျပည္နယ္တြင္ ယခု က်င့္သံုး ခြင့္ျပဳထားေသာ ဘ႑ာေရး ကိုယ္ပိုင္ ျပ႒ာန္းခြင့္ကို မည္သို႔မွ ထိခုိက္ျခင္း မရွိေစရ။ ၉။ ဤစာခ်ဳပ္ပါ အစီအစဥ္မ်ားသည္ ျမန္မာျပည္၏ အခြန္ဘ႑ာမ်ားထဲမွ ကခ်င္ေတာင္တန္း ေဒသႏွင့္ ခ်င္းေတာင္တန္း ေဒသတို႔က ရပိုင္ခြင့္ ရွိေသာ ဘ႑ာေရး အကူအညီအား မည္သို႔မွ် ထိခုိက္ျခင္း မရွိေစရ၊ ထို႔ျပင္ ရွမ္းျပည္နယ္ႏွင့္ ျမန္မာျပည္တို႔၏ ဘ႑ာေရး စီစဥ္ ဆက္သြယ္မႈ မ်ားကဲ့သုိ႔ အလားတူ ဘ႑ာေရး စီစဥ္ ဆက္သြယ္မႈ မ်ားကို လက္ေတြ႕ က်င့္သံုးႏိုင္ျခင္း ရွိ မရွိ အမႈေဆာင္ ေကာင္စီသည္ ေတာင္တန္း ေဒသ အတုိင္ပင္ခံ ဝန္ႀကီး၊ တြဲဘက္ အတုိင္ပင္ခံ မ်ားႏွင့္အတူ စူးစမ္း ေလ့လာမည္။ ျမန္မာႏုိင္ငံေတာ္အစုိးရ (ပုံ) ေအာင္ဆန္း ၁၂-၂-၄၇ ကခ်င္ေကာ္မတီ (ပုံ) (ပုံ) (ပုံ) (ပုံ) ဆမားဒူး၀ါးဆင္၀ါးေနာင္ ေဇာ္ရစ္ ဒိန္ရတန္ ေဇာ္လ ျမစ္ႀကီးနား ျမစ္ႀကီးနား ျမစ္ႀကီးနား ဗန္းေမာ္ (ပုံ) (ပုံ) ေဇာ္လြန္း လဗန္းဂေရာင္း ဗန္းေမာ္ ဗန္းေမာ္ ခ်င္းေကာ္မတီ (ပုံ) (ပုံ) (ပုံ) ဦးလႊာမႈန္း ဦးေထာင္ဇာခုပ္ ဦးကီယိုမန္း ေအတီအမ္။ ေအတီအမ္၊တီးတိန္။ ေအတီအမ္၊ဟားခါး။ အုိင္တီအက္(စ္)အမ္၊ဖလမ္း။ ရွမ္းေကာ္မတီ (ပုံ) (ပုံ) (ပုံ) (ပုံ) ခြန္ပန္းစိန္ စပ္ေရႊသိုက္ စပ္ဟုံဖ စပ္ႏြံ ေတာင္ပုိင္းစပ္ဖလုံ ေညာင္ေရႊစပ္ဖလုံ ေျမာက္ပုိင္းသိႏၷီစပ္ဖလုံ လဲခ်ားစပ္ဖလုံ (ပုံ) (ပုံ) (ပုံ) (ပုံ) စပ္စံထြန္း စပ္ထြန္းေအး ဦးျဖဴ ခြန္းဖုံး မုိင္းပြန္စပ္ဖလုံ သာမုိင္းခမ္းစပ္ဖလုံ သထုံစပ္ဖလုံ၏ကုိယ္စားလွယ္ ေျမာက္ပုိင္းသိႏၷီ (ပုံ) (ပုံ) (ပုံ) (ပုံ) ဦးတင္ဧ ဦးထြန္းျမင့္ ဦးၾကာပု ဦးခြန္ေစာ (ပုံ) (ပုံ) စပ္ရစ္ဖ ဦးခြန္ထီး THE PANGLONG AGREEMENT 1947 Dated the12th February 1947, Panglong, A conference having been held at Panglong, attended by certain Members of the Executive Council of the Governor of Burma, all Saohpas and representative of the Shan States, the Kachin Hills and the Chin Hills: The Members of the conference, believing that freedom will be more speedily achieved by the Shans, the Kachins and the Chins by their immediate co-operation with the Interim Burmese Government: 1. A Representative of the Hill Peoples, selected by the Governor on the recommendation of representatives of the Supreme Council of the United Hill Peoples (SCOUHP), shall be appointed a Counselor for Frontier Areas shall be given executive authority by similar means. 2. The said Counselor shall also be appointed a Member of the Governor's Executive Council, without portfolio, and the subject of Frontier Areas brought within the purview of the Executive Council by Constitutional Convention as in the case of Defense and External Affairs. The Counselor for Frontier Areas shall be given executive authority by similar means. 3. The said Counselors shall be assisted by two Deputy Counselor’s representing races of which he is not a member. While the two Deputy Counselors should deal in the first instance with the affairs of their respective areas and the Counselor with all the remaining parts of the Frontier Areas, they should by Constitutional Convention act on the principle of joint responsibility. 4. While the Counselor, in his capacity of Member of the Executive Council, will be the only representative of the Frontier Areas on the Council, the Deputy Counselors shall be entitled to attend meetings of the Council when subjects pertaining to the Frontier Areas are discussed. 5. Though the Governor's Executive Council will be augmented as agreed above, it will not operate in respect of the Frontier Areas in any manner which would deprive any portion of those Areas of the autonomy which it now enjoys in internal administration. Full autonomy in internal administration for the Frontier Areas is accepted in principle. 6. Though the question of demarcating and establishing a separated Kachin State within a Unified Burma is one which must be relegated for decision by the Constituent Assembly, it is agreed that such a State is desirable. As a first step towards this end, the Counselor for Frontier Areas and the Deputy Counselors shall be consulted in the administration of such areas in the Myitkyina and the Bhamo Districts as are Part II Scheduled Areas under the Government of Burma Act of 1935. 7. Citizens of the Frontier Areas shall enjoy rights and privileges which are regarded as fundamental in democratic countries. 8. The arrangements accepted in this Agreement are without prejudice to the financial autonomy now vested in the Federated Shan States. 9. The arrangements accepted in this Agreement are without prejudice to the financial assistance which the Kachin Hills and the Union Hills are entitled to receive from the revenues of Burma, and the Executive Council will examine with the Frontier Areas Counselor and Deputy Counselors the feasibility of adopting for the Kachin Hills and the Chin Hills financial arrangement similar to those between Burma and the Federated Shan States.
